The amateur radio station license, W4EOC, was obtained by the Cookeville Repeater Association to be used at the Cookeville Putnam County Emergency Management Agency, Emergency Operations Center.

The late Samuel D. Smith who was the first full time Director of the Civil Defense in Putnam, County realized the importance of amateur radio to public service agencies. An amateur radio station has been located in the EOC for many years.

Sam Smith's son, Tyler Smith, is the director of the Putnam County EMA and continues the precedence set by his Father. He helped establish a full time amateur radio link (444.600) on the MTEARS system with the National Weather Service in Nashville, TN.
